LIBER welcomes European Commission copyright consultation as a first step towards meaningful changes that will support digital innovation

LIBER, Europe’s largest network of research libraries, welcomes the European Commission’s launch of a consultation on the copyright framework and calls on the Commission to look at how Europe’s copyright framework could better support data-driven innovation.

LIBER President, Paul Ayris, commented:

“The launch of the consultation is a welcome development. Over the past few months LIBER has worked very closely with stakeholders in our community to make the case to the European Commission for the need for changes to the copyright framework. For us, this is where the real work begins in our efforts to create a European environment that fosters digital innovation.”

This new copyright consultation follows the end of the Licences for Europe process. From the beginning of Licenses for Europe, LIBER called on the Commission to broaden the discussion beyond the scope of licences and to include discussions on the legislative framework. Today’s the Licenses For Europe process was brought to a close with a plenary session and findings that highlighted how the vast majority of stakeholders did not buy into licensing as an alternative to the pressing need for copyright reform.

Looking forward, it is now time for the research and industry sectors to engage with the Commission and help in developing a copyright framework that underpins a vibrant and innovative European economy, both now and into the future.
